It is recommended to use the defaults and install into c:/rtools42. The advantage is that this way it is easy to ensure that the toolchain and the libraries are always compatible, and to upgrade the toolchain and all libraries together. It is bigger than Rtools4 because it includes libraries needed by almost all CRAN packages, so that such libraries don’t have to and shouldn’t be downloaded from external sources (the CRAN Repository Policy has details on requirements on CRAN). The installer has currently about 400MB in size and about 3GB will be used after installation. Rtools42 is available via a standalone offline installer which contains all of these components and is available from here, as a file named like rtools42-4737-4741.exe, where 4737-4741 are version numbers.
